Learning is accelerated when it "sees" the idea of writing up or book. Seeing "images live 'ideas and thoughts of the writer makes reading and experience. When you see nothing while reading, you learn nothing. Reading quickly becomes useless.
This technique is called visualization. Visualization is vital to quick learning. Display reading is like constructing a jigsaw puzzle where the pieces come together to form the complete picture. This not only "appears", but actually "comes alive" before you. All this happens in the realm of mind.
Just going through the motions of fast reading can give a misleading picture of the subject. However, as a mist, this picture often evaporates quickly in air. Speed reading without visual pictures often, but rarely reported impressive.
Impressions last while information changes over time. Above information is easily forgotten in favor of new ones. Impressions of change, and these are stored permanently in the mind.
To that learning is effective, it requires a brief pause to visualize and reflect. Effective learning is not about how fast you can finish reading a book. Is more effectively understand how the ideas raised by the writer.
